Bangladesh Labour (Amendment) Ordinance 2025

The interim government of Bangladesh has introduced a new ordinance amending the Bangladesh Labour Act 2006. The Legislative and Parliamentary Affairs Division officially published the Bangladesh Labour (Amendment) Ordinance, 2025 on 17 November.

Few Key Highlights:

• The new ordinance permits the formation of trade unions with a minimum of 20 workers.

• The definition of “worker” has been broadened to include domestic workers and seafarers.

• Blacklisting has been prohibited, alongside stricter provisions against harassment and expanded maternity benefits.

During a briefing held at the Foreign Service Academy, Law Adviser Asif Nazrul stated that the amendments were introduced “to align the labour law with several International Labour Organization (ILO) conventions.”

He described the reforms as “historic,” noting that the changes were formulated based on recommendations from the ILO Committee of Experts, various development partners, and the tripartite committee consisting of workers, employers, and government representatives.

Note that, Bangladesh has formally ratified ILO Conventions 155, 187, and 190, following their signing on 22 October by Chief Adviser Muhammad Yunus. The Labour Adviser is scheduled to visit Geneva on 18 November to participate in the ILO’s annual conference. Meanwhile, the government has planned a celebration marking the ratification on 4 December, and a dedicated committee has been formed to organise the event at the Foreign Service Academy.
